What free apps create a bundle (split apk) for archival & re-use purposes
on a future Android device?

I know of these three, which *reliably* create an archival bundle (split
apks) for an app that was just installed (Aurora) or already installed.

1. Aurora
2. Muntashirakon
3. SAI

Aurora has an "export" button which will output what google Play gave it. Muntashirakon App Manager has a "Save APK" button which will extract what Android installed. SAI has a backup button which will extract to an apks.

Q: What else reliably archives modern split bundles for archival & reuse?
