* Reads TIC files and determines whether each file is a nodelist,
* nodediff, infopack, or regular filebone file.
* Nodelists are extracted or copied into the Nodelist directory.
* Infopacks and filebone files are routed by Area using roftic.cfg.
* TIC files may be deleted or moved to PROCESSED based on MOVETIC.
* TrapList runs only when nodelists are successfully updated.
* Creates a log only if a TIC file was processed.
