    But iOS doesn't let you run any version not made for the specific iOS
    release.

    No, *app developers* are in full control over which versions of their
    apps run on which versions of iOS. Apple's not going around preventing
    apps from running. For instance, Settlers of Catan Classic was released
    for iOS 14 years ago and still works fine today on any device running
    iOS 8.0 or later. Apple hasn't prevented it from running on the latest
    OS versions, and the developers have decided it's worth the effort to
    continue supporting it on older devices.
