Kalevi Kolttonen and I have released Untochat a few days ago.
Untochat is a pretty simple Fedora Linux 28 based chat
infrastructure that aims to be secure and anonymous. We
make no guarantees, though. You use it at your own risk.
All Untochat components and documentation is available from:

We hope this system could be useful to oppressed groups and
individuals who need to communicate without fear of being
identified and persecuted. Untochat relies on the familiar Tor
infrastructure, so we cannot escape the well-known risks
involved with running a Tor Onion service.
