    The term "DNSSEC" appears just once in that article, after the
    picture. Yet, maps[*] show China as a fully operational country in
    that respect.

    The article is from 2016, probably before DNSSEC become so widespread.
    But I would guess that their current overall approach is not a radical departure from what was outlined in the article.
