At the end of the day, Janeway had to cope with the fact that the nearest Starbase was 70k light-years away. She had a limited supply of quantum torpedoes, lots of enemies around, no place to refuel, a holographic Doctor.
Even if she really wanted to press dire consequences into some specific
race she wouldn't last for long.
