This building never has an activity that i have seen.

It has two tracks going into it.
I punched in an approximate address at
http://www.miamidade.gov/propertysearch/
and got the "real" address of 15500 Biscayne Blvd, North Miami, FL
33160-4610. It is owned by Miami-Dade County Water and Sewer. Both
buildings were built in 1975. Under "extra features", it says
"Plumbing fixtures - Warehouse".
If you go to the above URL, click "Folio", and enter 06-2221-007-0250 ,
you can see the complete listing for the property.
Anyone know what it is?
Just east of the above location - down NE 156th Street - is something
that looks from above like a water or sewer treatment plant. A map on
page 4 of
http://www.sfwmd.gov/portal/page/portal/xrepository/sfwmd_repository_pdf/p_4a%20mdwasd-sfwmd-lecwsp_4-18-12.pdf
says "NDWWTP", and a little guessing leads me to the North District
Wastewater Treatment Plant, 2575 NE 156th Street:

I'd guess that either treatment chemicals come in, or waste products go
out, by rail. Maybe there is a pipeline or conveyor, underground, from
that wastewater plant to building you linked to.
