    I think that Jar has dropped by the way side in preference to Arj and
    Arj 32. It seems that every couple of months both Arj's get a update
    but Jar hasn't had a update in quite some time.

    That may be true, but never the less JAR hasn't been abandoned by Robert. Thus,
    I think the proper message should read "latest release" rather than "last release".

    But in addition, one may discuss why JAR hasn't been updated for a while. My guess is that it hasn't been such a success as it deserved to be. For several basic operations it is command line compatible with ARJ, so if one would like better compression it shouldn't be any problem to use JAR as a replacement for ARJ. The problem may also be that it's not available (AFAIK) for any other environments than PC. But, on the other hand, with so many millions of PCs around the world, that is no excuse for not using JAR.
